Fair enough - ‘placid’ was possibly the wrong word - I was thinking particularly of that early ‘90s sense of the Cold War being over and disaster somehow averted

Some of it may very well have been "euphoric" or "relieved".

And there were no acts of Mutually Assured Destruction.

There were new things going on - like in the Middle East.

[Iraq and Kuwait].
